The quick actions of neighbors resulted in the apprehension of a suspect who stole an off-duty police officer's car while her children were inside the vehicle according to a report by NBC10. It is not clear how neighbors "pinned" the suspect's vehicle a few blocks away, cornering the suspect and holding her until the arrival of police.
