11.22.14 Aggravated Assault/ Shooting

1ST BLK. S. PRINCE ST.

Shortly before 7 AM ... members of the Lancaster City Police Department responded to the 1st block of W. King Street for a report of a shooting.  It was reported that there was one Male subject at the scene with a gunshot wound to his arm and groin area.  The Victim stated that he was not shot there and that he needed help. The actual shooting occurred outside in the 1st block of S. Prince Street.  Early indications revealed that the suspect and victim were known to each other.  

     The victim was transported to Lancaster General Hospital for treatment of his injuries that required surgery.  The condition of the victims is currently listed as serious but stable. 

     As a result of the police investigation, Detective Donald Morant charged Robert Charles LOWDEN M/22 with one count of Aggravated Assault  and one count of Persons Not to Possess Firearms before Magisterial District John Winters.  Detective Morant has obtained an arrest warrant for LOWDEN.

                       LKA: 200 blk. E. Liberty St. Lancaster, PA                     

             5'10", approx. 200 lbs.           

     If LOWDEN is seen or if anyone knows his whereabouts, you are asked to call 911 immediately or contact the Lancaster City Police at (717)735-3300. At this time Investigators have learned that this was not a random attack and that the victim(s) were targeted by the suspect. The Lancaster Bureau of Police is asking that the media refrain from giving out any and all information that may be obtained from any other sources, to include names of witnesses and or victim(s), because this is an ongoing investigation and to ensure the safety of those individuals that have co-operated with this investigation.  All Suspect(s) are considered innocent until convicted in a court of law. Anyone with information regarding this incident is asked to contact the Lancaster Bureau of Police at 717 735-3300, or CrimeStoppers. Callers do not have to give their names to give information.
